预计，“帕卡”将以每小时15公里左右的速度向西偏北方向移动，强度逐渐加强，并于今天晚上在菲律宾吕宋岛东部沿海登陆，穿过吕宋岛后将于26日白天移入南海东部海面，尔后转为向西北方向移动，逐渐向广东中部到海南东部一带沿海靠近，并将于27日在上述沿海登陆（25-33米/秒，10-12级，强热带风暴级或台风级），登陆后强度逐渐减弱。

　　中央气象台发布大风预报，25日8时至26日8时，巴士海峡、南海东部和台湾东南部海域将有6～7级大风，巴士海峡南部及“帕卡”中心经过的南海东部部分海域风力可达8～10级，阵风11～12级。
